Fayette County Board of Commissioners is requesting
statements of qualifications (RFQ) pursuant to Ohio Revised
Code Section 9.33, et seq., from firms to obtain Construction
Manager at risk ("CMR") services for the construction of a new
46,249 Square Foot, 118 Bed Adult Detention Facility located at
1500 Robinson Road, Washington Court House, Ohio. The
facility includes a single story administrative office building and a
multi-level housing area joined to the common vehicular
sallyport. This project will be a new remote facility that replaces
the existing Fayette County Jail. The site is currently owned by
Fayette County and requires distribution of underground utilities,
back-up electric generation, and site grading for storm water

Application is pending with United States Department of
Agriculture (USDA) and Rural Development (RD) for financing.

1. The RFQ should indicate that upon approval of RD
financing and with the use of USDA / RD funding for the project,
the use of Federal Labor Rates (Davis-Bacon) is NOT required.

2. The RFQ should indicate that upon approval of RD
financing and once a successful CMR is identified by the County
Commissioners, RD will need to receive and review specific
information in order to concur with the commissioner's selection
prior to award.

a. This information may include, but may not be limited to
evidence of contractor's acceptable bonding capacity, illustrating
that the contractor can provide separate Payment and
Performance bonds, each for 100% of the contract for
construction; preconstruction services agreement with a written
estimate of the GMP; evidence of contractor's bonding company
being licensed to do business in the State of Ohio; certification
for Contracts, Grants, and Loans (RD Instruction 1940-Q, exhibit
A-1); certification regarding debarment, suspension, ineligibility,
and voluntary exclusion (form AD-1048); and contractor's
statement of qualifications (AIA document A305)

3. In addition, the RFQ should indicate that with the use of
USDA / RD financing, RD will provide review and oversight
during the subcontractor selection, construction, and closeout
phases of the project and that the contractor will need to provide
additional information as required.
a. This information may include, but may not be limited to
GMP determination; contracts for construction and general
conditions; applications for payment and lien waivers; change
orders; architectural amendments; substantial completion and
retainage determination; closeout documentation and release of
liens; and 11-month warranty inspection by project team.

Jan 7, 2019-CMR RFQ received by County
Jan 8, 2019-CMR candidates interviewed and CMR selected
Jan 15, 2019 - GMP received by County

included in the subject line (no phone calls please). Questions
will be answered on a regular basis until one week before the
response deadline. The name of the party submitting a question
will not be included on the Q&A document.
